Experience required…
Essential:
- Understanding of highway engineering and design standards, and able to translate and communicate these to stakeholders
- Substantial experience dealing with Highways Development Management issues and associated Highways Planning and Development legislation
- Experience of public presentation at planning committees and hearings
- Experience of negotiating complex legal agreements
- Experience in the use of engineering design standards
- Experience of using transport modelling applications and the ability to interpret complex transport modelling techniques and results
- Interpret and implement contemporary transport policy
- Experience of preparing reports for technical appraisal and public review
- Excellent communication and interpersonal skills
- Full Driving Licence
Desirable:
- Liaison with Planning Officers, developers, consultants, and District Councils.
- Provide HDM advice on the need for Transportation Assessments, Transportation Statements and Travel Plans.
- Provide appropriate recommendations on highways and transport issues within agreed timelines.
- Attend Planning Committee and stakeholder meetings and conduct site visits to provide highways and transport advice in relation to planning applications.
- Negotiate Section 106 financial contributions.
