Following his graduation from Birmingham University in 1975, Chris started his career with the Kent CC sub unit of the South Eastern Road Construction Unit (SERCU) where he was involved in the design and supervision of several bridges on the M20 and M25/M20 interchange. Following the dissolution of the SERCU he transferred to Kent CC where he was involved in many projects including highway and drainage design and supervision of the A21 Pembury By-Pass. After 13 years in the public sector he joined the management team of Aspen in 1988, becoming Managing Director of Waterman Aspen following the acquisition of the Aspen Consulting Group by Waterman in 2001. |

Bob started his career with Leicestershire County Council. He spent 11 years carrying out the design and supervising the construction of Trunk Road and County Road improvement schemes. He joined Aspen Associates in 1990 and has since been responsible for managing the company’s secondment business in the Midlands, working closely with local authorities, other public sector bodies and consultancies to provide resourcing solutions. Between 1999 and 2004 Bob was also Divisional Director for Waterman Transport & Development, based at the office in Lockington, Derby with responsibility for teams of staff providing highways, bridges and transportation services. He was also Project Director for work carried out in Partnership with Leicestershire County Council between 2001 and 2004.

After University Mark started his career with West Yorkshire MCC in 1980. On abolition of the Council in 1986 he joined Kirklees MC, working as a Senior Project Engineer. After 10 years in local government Mark joined Aspen Associates in 1990 as an Area Manager.
Mark’s background is in Highway Engineering – design and contracts. In his early years with Aspen Mark’s secondment work included Frank Graham Consulting Engineers, York CC, Lincolnshire CC, Kirklees MC and Doncaster MBC.
Mark also headed a team undertaking Compulsory Competitive Tendering (CCT) advisory work for several other local authority clients.
Prior to his current position Mark had responsibility for managing the Warrington office of the Waterman Burrow Crocker (now Waterman Transport & Development) consultancy. He is now responsible for the company's business in the North West, Yorkshire & Humberside, the North East and Scotland.

Prior to joining Aspen in 1998 Mark worked for several local authorities, latterly Melton BC as Team Leader in the Drainage Section. Since joining Aspen Mark has undertaken secondment work with Melton BC, Lichfield DC, Charnwood BC and the Environment Agency. These secondments were primarily drainage related, but he has also project managed highway schemes for clients including Leicestershire CC.
In addition to the traditional secondment business Mark has also been involved in developing business in the Social Housing and Building sector. Regionally Mark is responsible for the East Midlands, Midlands South (Northamptonshire, Bedfordshire, Cambridgeshire, Luton, Hertfordshire), London and the South East. Mark is responsible for managing the Aspen involvement in the 3 Counties Commission, including the provision of support to the Shire Councils of Derbyshire, Leicestershire and Nottinghamshire. He carries out a similar role on several other Framework Commissions including Leicester CC and Hampshire CC. |

Khalid worked for a number of companies including Severn Trent Water, Sir Alexander Gibb & Partners and DHV Burrow Crocker before joining Aspen Associates in 1995. Initial secondment work included Railtrack as an Assistant Contracts Manager. Khalid’s background is in the design of highways and infrastructure although he also designed highway structures in his early working career. Khalid has been seconded in the capacities of Project Engineer with Warwickshire CC, Assistant Contracts Manager and Project Manager with Railtrack and more recently as Programme and Project Manager with the Highways Agency. Khalid has continued his secondment as an ECI Project Manager on a major project. As a Director he is responsible for the West Midlands and South West.

Graham worked for various Local Authorities and a private sector consultasncy before joining Aspen Associates in 1991. His discipline background is predominantly highway and traffic engineering but he has also worked on drainage and structures projects. Graham has worked on secondment at Bracknell Forest BC, Milton Keynes C and Bedfordshire Highways. At Bracknell he initially worked on the pumping stations refurbishment project with Thames Water. When BFBC became a Unitary Authority Graham took on the role of Traffic Management Team Leader. He later was seconded to MKC and BH in similar capacities as an integral member of the Councils’ senior management teams. Graham has prepared Pre-qualification Questionnaires and Tenders for a number of commissions and frameworks. He is responsible for the Midlands South, London and South East regions. Graham is also responsible for managing several frameworks and Vendor contracts in London.
