  • Grant-aided improvements to private-sector properties for vulnerable owners/tenants. The programme concentrated on wards with levels of non-decency of up to twice the national average, with improvements targeted at ensuring that non-decent properties are brought into decency for a minimum of 10 years.

  • Waterman Aspen advised on aspects of the procurement model for the tendering of the works in 2006, and following disappointing performance figures for the programme in 2006 & 2007, were appointed as contract administrator in the spring of 2008. Since then the programme has performed well, with non-decency levels falling by up to a third.
